Work during H1 pending

My spouse is currently on H4. We have applied for H1 for him. Since this years quota has expired, i hope it will take Oct-Nov to get the H1 papers approved for him.
Meanwhile if he has a job, can he start working on H4 with TIN Number instead of SSN.

Volunteering on H-4

Hi Eric,

Can you please advice if I can work as a volunteer on H-4. The company has alsready filed for H-1 but they want me to start working as a volunteer intern(No money paid for volunteering)
