Want to file an I-130 for my sister

I'm an US citizen and I want to file an I-130 for my sister who does not live in US
I heard that it may take 10 years till an immigrant visa is available for her
I know that there is more visas available for parents so the waiting time is shorter
My question is :

Is there a way I can file an I-130 for my mother who actually does not want to move to US and include my sister who is 20 years old unmarried in my mother's petition?
My sister will be 21 in Mar 2008 so If I file it now she could be included in my mothers petition but I'm not sure
also when the immigrant visa is available for my mother 3-4 years my sister will be 23 - 34 so I'm not sure if this can work

any help appreciated

No. Your mother is an Immediate Relative, and this category does not provide for derivative beneficiaries. Your sister is still young. File FB4 and wait.

It's interesting I thought that an immediate relative can include his or hers unmarried children under 21
 
wifes and husbands of US citizens count as immediate relatives and they can include their children into their petitions
what is the difference filing a petition for wife/husband and filing for parents?

the children are not included in the spouse petition. the children has their own petition and if they are under 21 and unmarried they also fall under immediate relative. (usc parent petitioning for children)
