Urgent Help Needed

My husband worked as a Facility Assistant in a univ at the beginning, then he transfered to Teaching Assistant a few days ago. As the Facility Department hasn't found the suitable person for the vacant position, my husband continues that job as a volunteer temporarily, of course, no payment or any other kinds of compensation. However, the OISS in his school said he violated the immigration law. We are in a very embarrassed situation and feel very frustrated.

I need someone give me some advice and tell me more about the volunteer jobs as soon as possible. Thank you so much.
 
If he is in F1 and done voluntery work (no compensation in any mean) with in the school, it is not violation.
