I have another question. Iam planning to travel to Tunisia in north Africa right after the ceremony. Can I apply for my U.S passport at the U.S embassy in Tunisia ? Do you think it is possible ?

You'll have to apply in the US for a new passport. You can only apply at US consulate for lost or stolen passport.

What happens to US citizens living outside the US? My sister was born in the US and got her first US passport as a 5 year old outside the US. This was 16 years before she ever re-visited the US.

You missed the point I was trying to make. My sister got her very first US passport through a consulate. The point I was making is that there is no condition to get your first US passport in the US.
I'm was going by the information (or lack of) on the US state department website.
