Stuck in the System

I have been married to an illegal immigrant for 9 years now. He has been illegally in this country for 13 years. We have hired two attorney's in the past to try and help us get him legal. The first attorney got the I-130 approved and thats as far as we got. My husband has an A number, but each time we try to move forward we are told that it is not a good time to pursue. I am desperate to have him become legal in this country. Ever since 911 he cannot even have his TN ID card renewed to have any form of identification in this country. I need advise on what I need to do to have this process move forward for us. I need him legal. My husband is the sole bread winner for our family and his presence here in the states is essential. Can someone please HELP!!!!

What reasoning do they cite to claim it's not a good time to move forward?

Each time the attorney's have stated that because he entered this country illegally he would be deported back to his country and would have to remain there until all paperwork was finished. Needless to say I am not an attorney, but this does not make sense to me. I am a us citizen I was born and raised here. Other people I know and we know together have gotten their citizenship status. I thought it would be easy for him to get his citizenship because he was married to me, nothing has been farther from the truth. I need guidance with this process I know nothing about. I dont want to have him deported by not following the proper chanels. If someone could just take me by the hand and help lead us where we need to go. I would be very grateful. People who overstay their visa for that long will be subject to a 10 year ban or so. I don't know people who entered here illegally would face a similar ban, but I'd be nervous to let him leave the US. There's chance that after he leaves, you may be able to get through the immigration process. Or when his children (if born and live in US) turn 21, they can sponsor him to return. But in either case, it'll take a good number of years.

It looks like he's been having a job, what's the matter? I mean, if he's careful, he can still work and live here. Illegal immigrants can get Tax ID Number and substitute it for SSN and pay tax normally. I was able to open a bank account, join my spouse' health insurance etc. with my passport only (I've been overstaying my visa and don't gave green card now). However, I'm unable to get driver license - it kinda sucks.

I know someone in somewhat similar situation (stayed here illegally for 10 years, married to US citizen and have 2 children, got arrested a few times). She couldn't get through the immigration process and is facing deportation.
 
Looking for any relief in the immigration laws comming our way soon. Anyone with any advice I would appreciate hearing from you. How can I get my husband legal? Yes he came here undetected 13 years ago. He has been working here ever since illegally. If he has to go back to his country (El Salvador) and let us start from there then so be it, its just time for him to be able to live free. I do not know the system, I do not know what to do for him, can some one please give me some advice on at least the right direction?
 
If you have dealt with an attorney, you obviously did not file an I-130 prior to the last 245(i) cut-off date. Watch for any renewal of that section of law.

As for TPS, read about that at:

If he makes his presence known, then when TPS ends he would be expected to leave.

If he is otherwise addmissible as an immigrant (no criminal record that would make him deportable) if he ever gets into Removal Proceedings, he would stand a chance at "cancellation of removal" as the sole breadwinner if he could show "extreme hardship" to USC and/or LPR immediate family members. Even that is a longshot but at the moment ther is nothing else for him.

Look up the terms in quotes and read up.

One other thing, he's not stuck in any sytem, he's outside it.
