Sponsoring Parents

My wife told me yesterday that she wants to sponsor her parents when she becomes a citizen. I explained to her about the I-864 and how she could be held financially responsible for them for a long time since they have not paid into the social security system so they are not eligible for Medicare and would not be eligible for means tested benefits. They also would not be able to work here in the US due to being retired and lack of English skills.

My question is even if my wife satisfies I-864, could a immigrant visa still be denied if the interviewing officer believes they will be a public charge to the government?
 
If someone furnishes a properly completed I-864, I really do not see a consul denying an immigrant visa based on the fear that the immigrant will become a public charge. I-864s are designed to alleviate just that fear.

Can she meet the income requirements without help from you or someone else?
 
Yes she can. However, it is safe to assume due to their age and health they will need medical insurance when here in he US which either the health care or inusrance cost would be a lot.
