it's un belieavle how few of u guys like THANKFUL are spreading very inaccurate infos and advices here! check the link again, http://www.ssa.gov/immigration/documents.htm
read carefully what it says if recommended approval asylee can get unrestricted SS card or not it clearly says NO, and it's from social security office of the US.
"All refugees have employment authorization based on their status as refugees.
All individuals granted asylum are authorized to work based on that status. An asylee does not need to show an employment authorization document as proof of employment authorization when applying for a Social Security number and card. However, some asylees may have those documents and provide them as evidence supporting their application.
The Department of Homeland Security (DHS) now considers aliens granted asylum to have permanent employment authorization and requests that we treat them as permanent resident aliens. This means that when an individual granted asylum submits appropriate documentation with an SS-5, we will issue an unrestricted Social Security card.
Like refugees, asylees are eligible for assistance and services from the Office of Refugee Resettlement for a limited period of time starting with the date asylum is granted. Because asylees need to be enrolled in certain programs within 31 days of the date they are granted asylum, it is important that the Social Security Administration assign them numbers and issue their cards quickly.
The Executive Office for Immigration Review (EOIR), a separate office from DHS, also processes requests for asylum and may grant asylum.
NOTE: This does not apply to an individual who has applied for asylum or who has been recommended for asylum.
Generally, You are not considered an asylum grantee unless you receive final approval from AO or judge's approval letter that says gov won't appeal.
(3) Recommended Asylum Approvals. Recommended Asylum Approvals are NOT proof of asylee status. During the affirmative asylum process with the INS, individuals first receive a recommended approval letter from the asylum office. A recommended approval letter lets the applicant know that his or her application has been recommended for approval and that an investigation of his or her identity and background will be conducted before a final approval is issued. These recommended approval letters allow applicants to apply for employment authorization documents. However, they are not proof of asylee status. Recommended asylum approval letters should not be accepted as proof of asylee status.

You need final approval from AO or a judge's letter that has unchecked the reservation of appeal to get unrestricted SS card.
Raziel, if you don't bring an EAD with you, they even might not give you the restricted SS card card because the R card will say allowed to work if authorization from DHS.
You get restricted card with your asylum recommended and with your EAD.
Thankfu, I hope you read the SS website and learn it is the official social security website . it is www.ssa.gov/immigration/documents.htl or ww.ssa.gov don't give inaccurate info.
Read this, "The applicant will receive a brief letter explaining that the Asylum Office has recommended approval of the application. Congratulations! This is a recommended approval, rather than a final approval, pending necessary background checks to confirm the applicant’s identity and that the applicant has no criminal or terrorist background which would preclude a grant to asylum. Once the applicant receives recommended approval, she can apply for an employment authorization document under the “asylum pending” ((c)(8)) category. Once she receives employment authorization, she can apply for a social security card. This first social security card will be restricted with the notation “valid only with INS work authorization.”
