RD = received date - date when your file was received by DOL. The date will be mentioned on the letter you received from San Francisco. (this is a different date than the PD, PD will also be mentioned in the letter).

The status of your file depends on your RD - if it is after May 1, 2003, then you join many of us in the Backlog processing center and your attorney and employer should've (or will soon) receive a 45 day letter.

If your RD is before May 1, 2003 your file is still with the SFO regional office.

how long does the whole retest thing take anyway? do u retest it for couple of months or just for onemonth?
the problem i see with changing experience is that it won't match with ur initial labor petition when u got ur h1 i am sure all that plays a part in all this .

I have no idea how long it may take. One year ago, it took 1 month. The employee in our company changed their requirements for same position. So maybe your case is different.

If they ask to retest with the three-option letter you just need to publish the ad for one day and wait two weeks for replies to the ad.

Looks like all EBAY cases are getting skipped also... I am not an EBAY employee....

Also looks like bunch of 031 cases got skipped.... Better to be a cook or janitor in this country than a software engineer....

Skipping cases is common (not uncommon) as far as I have been seeing the trend.
Once they process further, usually they come back and revisit the cases, and approve, and if they still think they need some more information, they issue NOF's.

What is the qualification and years of Experience requirement (ETA 750) while applying for labor?

Thanks Raj. I am happy to see the processing speed is stable to keep 7-8 cases each day. Great Speed. We could not expect more, could we? :p :D

I don't remember the name of DOL MEMO (Is it Carlson's MEMO) of November 2003.

As per this MEMO, those cases which has the requirement of BS(or equivalent)+3 years of experience or MS (or equivalent) + 6 months are only considered for approvals. Remaining cases are given NOF's (or three option letter as is well known).
 
hmm well i think i am going to fall into that category than my experience is BS + 1 year. I came to US immediately almost immediately after i graduated. but the experience has been well supported, with reccomendation letters and what not. , have u guys seen people with BS + 1 year getting accepted ?

Which BPC?

My BPC ETA case number is P-04320-***** and I got the 45 day letter from Philly. I note from http://www.ows.doleta.gov/foreign/times.asp that CA DOL cases are handled by Dallas BPC. Am I right in understanding that I got a Philly number and letter as the data entry was done in Philly - however the file processing will be in Dallas.....

No.. Your File is in PHILLY only. The Website (URL you posted) Tells you about ALL CA SWA (Not DOL) Cases going to Dallas. Actually 50% of DOL cases went to Dallas & other 50% to Philly.
