If someone got h1b from 2006 quota he could start working from Oct 1 2005.

Financial year 2006 starts from 1st oct 2005 and ends on 30th sept 2006. So, my guess is that this bill is for financial year 2007. So, we might see hiked GC visa numbers from 1st oct'06 onwards. Again, I hope that I am wrong.
