I applied for an RTD on January 11, 2008 but have not received it yet. Does anybody have the same problem as me? I planning on travelling in October '08, do you think I would get it by then?

CPA what? you just paplied in Jan 2008 ?
I applied in June or july of 2007 and nothing yet except the regular receipt.
It takes a year to process nowadays.

contact your congressman and tell him we need rTD valid for five years.
 
Have you done fingerprits already? You will not be able to get it before that. Also, you cannot get fingerprints outside of US. So, you will have to wait with the trip if you want to get it before you return from the trip.

Will he need to do his fingerprints though? He filed before March,5 2008 when USCIS implemented a new fingerprints rule.

The new fingerprint rule does not apply to people who filed before March 2008.
