questions regarding marrying a US greencard holder

If a Canadian citizen marries a US green card holder on a trip to US while using a tourist visa
how will the PR application work for the Canadian citizen?
And if the greencard holder is in the middle of filing for his citizenship
does it mean all the paperworks must be refile after he received his citizenship?
Will the Canadian citizen have to return to Canada during the filing process?
What will the penalties be if she over stayed?

If the GC holder is close to becoming a US citizen, best option for the Canadian would be to wait for the oath ceremony. I hope this marriage was a spur of the moment decision and not a carefully planned move. The latter has the potential to land someone in hot water.

it was a spur of moment
been going out for almost 4years now and just pop the question and started planning for it.
Hence why I have no idea how anything works, because never thought about it.

So basically
could file for the application while in US as a spur of moment right?
I remember reading about spur of moment somewhere but couldnt remember which website

Sure, but the I-130 confers no ability to stay or live in the United States, and will take five years before a visa becomes available. Hence Triple Citizen's suggestion.
