There are couple of questions
1) How do i know which district i am in
2) If i am from 15 what are the specifications of the points you listed. Like, you said modifying INA, what is that all about. Although, I understand the Backlog stuff.

I guess you should list out what you generally talk with these guys and how you approach them, for dummies like me to know better so i can help if i am the one.

The USCIS FY2004 budget had been already announced, and no exciting news at all.
Even though $100 million was still assigned for backlog reduction,
it totally relies on IT (information technology) and it is tagetted by the end of FY2006.
It is not a short-term solution, and usually this kind of attempt by the government would fail.

Considering about our EB I-485 cases filed at the CSC,
we definitely need at least 15 officers to adjudicate only EB I-485 cases at the CSC right now,
and they should not be taken away for any reason until backlog being eliminated.
However, it would be miracle that adjudicators were assigned only because FY2004 had started.

U.S. Goverment consists of three branches.
As USCIS, DHS belongs to the Executive Branch,
we need to attack it through the Legislative Branch and the Judicial Branch.

The later one may be a lawsuit.
(The main stream at the VSC is this one.)

Now, I am trying the first one at this project.

Our community consisting of EB I-485 applicants is very weak because
1) the total number is very small
2) one would leave once one got approved
3) we cannot make a donation
4) we cannot vote.
So, the chance that Congressional member listens to our request is very small.

This is why I am focusing 6th request of the petition that I had originally proposed at the VSC forum.
Amending INA for Naturalization requirement will give the benefit to not only us but also many people such as
1) former EB I-485 applicants who had already got approved
2) Family based immigrants
3) illegal immigrants
4) future immigrants
and it is reasonable.

A half of us have been already waiting for more than one year,
and most of us will have to wait for two to four years or more.
We need to take back this long-waiting time before we become U.S. Citizens.

It is not so easy, but if we can get one Congresperson to introduce a bill,
we may have a chance to incorporate it into another bill such as H.R.3271.

So, my current short-term objectives are:
1) contact several Congressional offices
2) get a staff working on immigration policy at Congressional office
3) start discussing about a bill to be introduced.

The currrent status are:
CA 13th - 1)
CA 14th - 2) done ... 3)
CA 15th - 1)
CA 16th - 1) done ... 2)

As I live in CA 14th District,
I need a participant in another congressional districts.
Just sending the petition is not enough for 2).
We need to visit the office to request a meeting with Congressperson.

Received a letter from Senator Boxer's office

I faxed the petetion to Senator Boxer with a cover letter.

In response I received a letter from Senator Boxer's office. It asks me to send more info regarding my current immigration status and my case info to assist me.

Any body else got letter like this. How did you respond?

In my case I filed concurrently on Aug 1st, 2003. Obviousely its not a case that needs her attension right away. In fact my I-140 is yet to be approved.

I wonder what to do now?

1. Let her office know that its not about my individual case but for the all the employment based immigration processing backlogs at CIS.

or

2. Just keep quite and do not respond.

or

3. Respond with my case details. I'm already in my 6th year, so I can say "I'm worried that I may not get green card in time as I'm at the end of my 6th year."

Thanks for your updating the status from U.S. Senator Barbara Boxer.
I have not received any letter from her office yet.

For your question, my recommendation is 1) considering your request date,
however it is really up to you.

If you choose 1), I'd like you to add specific request items to Senator.

Anyway, I am planning to start contacting Senators from next week, too.

I think we should ask her:
1) to have a meeting with us in San Francisco Bay Area
2) to request strongly to the Director of CSC to allocate (at least) 15 officers to adjudicate only EB I-485 cases.
We can emphasize that we have started discussing with Congresspersons in Bay Area, especially CA 13th, 14th, 15th, and 16th Districts.

kashmir and I attended . Location : CA , bay area

Kashmir was very nice to bring two sets of petition and signature page copies here. we handed over to secretaries of congressman. I really appreciate kashmir's efforts and thanks for his helping me to contribute here.

I did ask specific questions about immigration backlogs and that to specifically employment based GC.

Answer was no. Congressman replied, he do not expect delay in backlogs to improve in near future ,no matter how many applications are piling up day by day as they are well aware about people coming in this country with forge documents and now they wants to get this scrutinized/authenticated from all the angles including contacting applicants home country consulate etc.
However he himeself is not sure how it is going to help them.

so guys no good news .

However Congressman's office was very nice when I visited last week ,they wrote a letter and mailed/couriered our petition and my individual request of expidiating my case last week to BCIS .

Atleast Congressman's office is helping to write letters . Time will tell how and if that is helping . If any one has experience please share .

6. Amend Naturalization Requirements:
Immigration & Nationality Act (INA) Sec. 316. [8 U.S.C. 1427] states that “ No person, except as otherwise provided in this title, shall be naturalized, unless such applicant, (1) immediately preceding the date of filing his application for naturalization has resided continuously, after being lawfully admitted for permanent residence, within the United States for at least five years”.
The INA should be amended so that, for people who had obtained the permanent residency through Employment, the five year lawful residency requirement should start from the day adjustment of status application (I-485) was filed with USCIS. ...


Two words "through Employment" might be removed.
