Are you saying that from the time they recieved the NL, the "winners" already made travel plans....medical exams....WTF are you talking about...

Did you enter into any contractual agreement with the DOS?
Were u force to enter the lottery by the DOS/ any payment?.
The info on the dvlottery.state.gov website is ok for a civilize/ well educated/ambitious/law abiding citizen of any country to understand and keep mute. Even if u get 2 court, d info on their website is enough for the judge 2 struck out ur case. U r giving d privilege for free and you want to die hard on wats givin 2u 4 free as if u hav no future ahead unless it is diz lotto......wat if there’s no lottery - u would probably dug a tunnel to the US out of desperation?

In a way you are right...most people care about themself.....which is kind of logical that 15 million people don't care too much for the 22,000 who wrongly were notified...Just like the 22,000 don't care about the 15 million...that is life/common sense.
Dreams and hope is not something that in a court of law will make you win a court case....that is reality.
There is a president overhere that run his campaign on hope and change and see what it brought everybody in these 3 years...more people out of benefits, higher bills, higher gas prices, lots of job losses and an economy not looking at the better side yet...Many people still not able to pay for their homes and home values that are their lowest point ever....so dreams and hope can be put in the same sentence as hope and change....
I don't think courts care about administrative decisions, they can always override them or put an injunction on the July 15 drawing. They are a different branch of government from the legislative branch and administrative agencies.
Can you back up your assertions with any sources other than pure speculation?
watch out for the next 2 fridays... all this is not over... thoses like Mele who turn mad about this issue are peoples who were not selectees & see a potential of july 15 cancelation thus fearing for their chances... it's all about personal interest... 22k doesn't not want july 15 & other want july 15... If the 22k were at the other side, they would have wanted july 15, if the other were former selected, they wouldn't want july 15

Yop Man, U got it right!!!! It's all about personal interest.... In this case, d majority (14million +) carries d vote!!
The DV rules mention specifically that the visa must be issued within a certain time frame, and used within a certain time frame. Regardless of the circumstances or delays, if you passed the deadline - your visa will be void.
See USC § 1153 g - the longest possible delay is 2 years after notification (to apply within 1 year, +1 year additional delay if beyond the alien's control, as probably in this case).
