Part Time work on TD

Hi,
My wife is an Indian citizen on a TD visa valid for 3 years.
I know that TD is a dependent visa and she cannot take up full time employment under this category.
However, can she take up part time work/consulting on maybe a 1099 basis?

My understanding is when you are on an employment based visa status, you can have only W2 but multiple streams of 1099 (i.e. bank interest, share dividends etc).

In this light, can individuals on dependent visas have multiple 1099 income?

Also, for long term planning purposes, if she does want to work full time 2 years down the line, 1) she has to obtain H1B or 2) after we start the GC process, she has to obtain the EAD. Is my understanding correct?

C'mon. Work is work; she cannot do any work for any US firm without a work authorization. The method of payment is immaterial.

The mere fact that interest and contractor work is reported on a 1099 is only a coincidence. One is passive income, the other is for services rendered.
