OK to travel just on REP?

I am on a short trip outside of the US and my wallet (which had my green card) got stolen. Thankfully I still have my passport and re-entry permit which is valid for another year. Can I travel just on the REP, or is it necessary to get a letter from the local US consulate? Please advise.

Did you file a police report for the robbery? When applying for a replacement card, they'll expect a police report.
