Oath Ceremony: Disclosing Parking Citation - meter time exceeded

Hello, I have a oath ceremony on 7/25 and I recd. a parking violation which I have already paid online. Do I need to disclose or say yes to question #4 in my N-445 which I am going to carry to the oath ceremony?

I am also not clear on the process - when I show-up there will I be going through the mini interview with the immigration officer who will review all the 10 questions?

If that the case shall I keep it blank and only fill it in front of the foficer as to what he says right for Q#4?

The oath letter specifically calls out for traffic tickets (moving violations). No need to disclose the parking ticket.
 
I would answer YES, because you were fined for violating an ordinance.

As I've mentioned in another thread, there will always be a debate about traffic tickets, but just about everyone agreed that there is no need to disclose parking tickets. These tickets are issued to the vehicle (making the owner responsible for the fine), not the driver.

If you got a parking ticket by city (town) police, I would disclose it, since it is issued by a Law Enforcement officer. However, if it is a private parking ticket or issued by by a "not real", e.g., campus police ( like in my recent case - actually, by their mistake), and this ticket is not reported to any LE office, just pay it, keep the receipt, take with you, but you are not obliged to disclose it.

I am thinking if I have the opportunity to speak with the Immigration Officer before the Oath when I'm handing over the form - perhaps I can fill this item then. I am not sure on the steps as it happens when I will arrive for the oath ceremony though?

Any thoughts?
