Well, yes NOF is not good. You still get a couple chances to appeal. I believe if you don't think there is a chance of approval you can actually withdraw your application instead of having it denied.
"I THINK" (can't find where I read this) that you if you get denied you need to wait 6 months to apply again and that is why it is better to withdraw then you can reapply immediately.
At this point, I would think if you get NOF you
a) Wait for PERM
b) Move to Arizona - RIR processing April 2004, apply concurrent in California Service Center under pilot and get I-140/I-485 approval in 90 days. Or for those who can't add from zero to green card in 6 months!
