minor child of GC holder?

I, 46 yr old us citizen, applied for green card for my father. It was approved Feb 2008 and got a letter to pay fee bill in July 2008. Meanwhile my brother passed away in May and his 5 an 6 yr old kids became orphans and turned over to my father. He became guardianship and got the custody since the mother was unfit.
I have not paid the fee bill for my father yet, am wondering if there is anyway to bring the kids with my father to US. I thought about I-824, but seems like that is for any green card holder but those who get their GC thru child (me).
What is the fastest way to bring my father's minor to US? Read thru anything posted here before, but I am hoping some law has changed for the better.

The answer is the same as before. You cannot petition them to come here (unless, I suppose, you adopt them yourself). Your father needs to petition under FB2.
 
Gaurdian or adoptive father??

My father got the custody of the kids and by virtue of law is legal gaurdian of the kids (in Iran father of the father gets gaurdianship). The mother was unfit and the kids were turned over to gaurdian (my father).
