Does anybody has an estimation of how long does it takes to clear the "in between" section

Looks like SESA takes 9 month to clear.
DOL these days takes 5 month since they are clearing January.

Anybody knows how long does it takes since SESA approval to DOL receives it?
2, 3, 6 month?

Any guess and explanation?
