Laoyover in Hong kong - Visa on RP

I have a flight that has 8 hours layover in Hong Kong. I heard that you can take a city tour of Hong Kong and use the time. But, can we leave the airport without visa. If we need visa do we need to get one before leaving US or can we get one at the airport ?
 
You will need a transit visa. If you are holding "stateless" passport (like RTD or RP), you will need a visa for any purpose.

Bear in mind one thing: Hong Kong and China are treated as separate "country" for visa purpose, although in theory Hong Kong is part of China. Therefore a visa to Hong Kong can only allow to go to Hong Kong, the same as a visa to China. You can get both of the visas from Chinese Consulate. Chinese Consulate has no business with entry to Taiwan, therefore you need to get yet another visa from Taiwanese Commission (U.S. does not recognize Taiwan as a "country", so there is no Embassy per se.).
