Bank of America has a policy that it cannot extend secure credit cards services to customers who are not Citizens or PR. I am not sure if this legal.

If you got banking center you can apply for a secured credit card, and provide them with a copy of your passport and visa. Of course if you do not have the valid visa they will not allow you to apply. But if you have one, you will be issued a credit card.

H1 gets non secured credit card from BOA

Are you a new comer? Which visa do you have. With B1 , you will not get one.
