ok, so once i get my U.S passport. how long does it take to get my Indian Visa after i apply for it. I guess i'll be applying at the New York City Consulate.

If you apply in person, process time is same day or next day. If you mail in application, then it takes 3-5 business days from time of receipt.

My experience says it takes 22 months, but I know why it took that long for me

Yes, Indian passport will be canceled and returned to you. Previous Indian passport holders who are applying for an Indian visa for the first time are also required to submit a renunciation form.
