PD is the date LC is filed. do you mean your PD is 2000? Category EB2?

I-485 can be approved if your PD is current for EB2 and for your country of birth.

Yes, your PD must be current in order to file I-485. If your LC was filed on 9/11/07, the visa bulletin cut-off date for your category and country of origin must be after that date.
VB doesn't move at a steady pace (check here to see a multi-year VB graph), so although it is still going to be a long wait, you don't necessarily have to wait 9 years or whatever based on current bulletin.

To aply for I485, you need current priority date this apply if your I140 approved, pending or even in the same package with the I485. approval of I140 will not give you a bonus to apply for I485.
