I-601 Waiver for CR1/K3

I am confused. What happened in 2004? Even those who leave on their own after over-staying are banned. If you are so confident of not being banned, what is the I-601 for? :confused:

the ban is automatic. Once you have accumulated more than a year of unlawful presence, you got a 10 year ban on entering the US. Of course, you need a waiver.

either the US consular officers in your country are blind and illiterate, or you are lying on your applications for visas.
