The Nebraska Service Center is reviewing and pre-adjudicating I-485 cases for which the priority dates are not current. The goal is to have the cases reviewed and ready for final decision, once the priority date is current. Any body applied i-485 even priority date are not not curent? i am waiting to apply I-485 in EB3 category. My i-140 approved in NSC.

--------------------------That is correct. They are doing that and if any info/document is missing then they are sending RFE so that when PD becomes Current or visa numbers are available they approve the I-485. It does not meant they are approving I-485 if PD is not current.

Only go by the USCIS.Gov website, don't file anything with out verifying it with their national call center. People are scammed everyday. Far as I know they aren't doing any kind of "pre-judicating" on any type of forms.

The USCIS, according to my research and knowledge, are pre-adjudicating applications(Which are already present in their queue) as they start processing applications based on Received Date, Currently they are processing I-485 Applications with notice dates around Aug-Sep--07. That is the reason why many of the I-485 filers are receiving RFEs even-though there PD is not Current.

Regarding your case you cannot apply for I-485 unless you are PD is current.
