B. Unmarried Sons and Daughters (21 years of age or older): 23% of the overall second preference limitation.

If you are an LPR and she is under 21, she is in category 2A. If she is married, I don't think you can even apply for her.
If you are a citizen, and she is unmarried under 21, she is going through as an immediate relative of a USC. See below about visa numbers. If she is married, she moves to a category 3, which has a much longer wait for a visa number - 7 years.
"The immediate relatives of U.S. citizens, which includes parents, spouses and
unmarried children under the age of 21, do not have to wait for an immigrant visa number to become available once the application filed for them is approved by the USCIS.
An immigrant visa number will be immediately available for immediate relatives of U.S. citizens."
