How to sponsor Handicapped Brother

Myself and my husband are GC holders for the past 5 years. We will be applying for Citizenship in March 2007. My husband's brother is Polio attacked right from his age 3. He is running a small business - Telephone booth in India. My Parentsinlaws are very aged and cannot take care of him. We would like to pitch in and help by bringing him here and have him stay with us. How can we do this? Any help would be appreciated.

I don't think there are special programs for handicapped people. The only way you can bring him here is if your husband becomes a citizen and files a petition for him. Only it's a very lengthy process... 11+ years of waiting...

Is your brother-in-law married? If he is single and truly wants to settle down in life by getting married, he can marry a US citizen and immigrate. Contrary to what people believe, arranged marriages are also eligible for K-1 visas and immigrant visas. As long as the marriage is genuine and is not being used to circumvent immigration laws, he can immigrate.
Please do not think that I am suggesting that he uses this route to immigrate to the US. What I am suggesting is that if he is single and wants to settle down in life by getting married, by marrying a US citizen he has an avenue that will allow him to move to the US.

My Brother in law is Single, he refuses to marry because of his condition, he cannot even walk, he can only scoot. Anyways, Well, looks like there is no way around it other than either waiting for 11+ years OR convincing him to marry and look for a US Citizen. Seems like not an easy road ahead, but we will see.

Is it possible that we apply for citizen ship for our parents in laws after our citizenship comes through and then, they apply for my brother in law who is unmarried? Is that a better route in terms of wait times?

You would apply for permanent residency for them, and then five years later they could become citizens and only then could they petition for your brother in law.
 
Your in-laws do not have to wait until they become citizens. Unmarried children of GC holders are allowed sponsorship in a category of their own. It is backlogged too however.

Partly incorrect. They can petition as soon as ur in laws become PRs. It takes about 10yrs but he has to remain unmarried. If he's less than 21yrs old and unmarried, it will happen sooner than that.

Thank you both for correcting me; this is a good point.

I would also do a little bit of checking to enusre that his health doesn't disqualify him. It's doubtful, but I'd hate to wait years for the PD to become current and then determine he's inadmissible on health grounds.

it does not - only if he has a contagious disease or a mental health problem that poses risk to others. Or if he is a drug addict.
