I have four traffic tickets ever since I came to the US

1. September 2006 - Speeding ticket in - No fine only warning
2. March 2006 - Speeding ticket in - Got a fine and paid
3. April 2005 - Got a ticket as my car windows were tinted - went to court and charges were dismissed
4. November 2002 - Got a ticket for not wearing seat belt (in the back seat)

How do I specify them in Section D - Moral Character for have you ever been cited or arrested?

For ticket 2, I am thinking of following

Why were you arrested, cited, detained or charged?
Speeding - Should I specify the amount of fine here? Should I also specify how much I went over the speed limit by

For the outcome or disposition question?

Should I specify Fine, Paid ticket

No need to specify the speed at which you were cited. Just mention the ticket, the fine paid and where it occurred.

Thanks TC

Would you advise mentioning the mention amount of fine? For ticket #2, fine was $129 and for ticket #4, the fine was $15

Yes to 16 and 17 ...describe as TripleCitizen suggested...
Cited/Date/Place/Final outcome-Ticket Paid.

Obtain certified court records ..and proof payment.

Not sure why should I say "yes" to Question 17? I thought for traffic tickets like speeding, one should say yes to Question 16 ONLY?

For traffic citations, you would answer NO to question 17 unless it involved a formal charge and arrest (ex:arrest for DUI)

Yes, I stay corrected you may answer No to 17...However, speeding ticket may involve charge (eg. repeated offences.)..depending on what was involved...to be sure pls check your state laws and your actual ticket.

Andyjpa,
I have two traffic tickets and I had the same question and dilema. So, I asked one of my friends who had already taken citizenship. He told me that he selected "No" to question 16. IO never asked him in the interview.
I followed the same. I selected "No" to question 16. IO never asked me about traffic tickets in the interview. I didn't bother to bring it up in the interview and everything went fine.
It depends on how comfortable you are with selecting "No" to question 16. If you are not then go ahead and select "Yes" to that question and list all of them.
Don't forget to take "Certified Court Dockets" to all the tickets that you got.
Good Luck....
