For some countries, for sure the DC embassy can do things that the consulates cannot do and those “override” the regional service areas. No idea about this one. But yes it seems that the solution his embassy poses is that he has to return home to get a new passport, which obviously he doesn’t want to do as he won’t get back to the US then due to his overstay. No idea what status the certificate of return will have as being accepted as ID. I guess his options are to try and see if that works, stay illegal, or go home.I am assuming he is in the service area of the New York consulate and not of the Washington embassy. It also has a paragraph saying that people permanent registered in Uzbekistan can only get a return certificate within 1-3 months of their planned return upon loss or expiration of their passport.
