That wouldn't explain why the person wrote up a denial in the first place. Merely thinking a case is denied is different from actually looking up an incorrect A# on file. The wording in the denial letter specifically stated that the inquiry was for a case that was denied, an indication that the person who wrote it looked up an incorrect A# number rather than someone who just incorrectly wrote up a casual denial.
