H1B visa stamping is in hold, applying for B1/2 visa

My (bother) H1B stamping is in hold, now present company is asking to go on B-2 visa.

Need a suggestion: Should he apply for the B-2 visa while H1B is in hold. Becuase of this does his B-2 will also reject.

Should he apply for the B-2 or not, please suggest.
 
Consulate needed more papers from the sponsoring company like finanacial papers.
