H1b Transfer while not in USA

Hi,
I have one question, it will be a great help if I get reply.
I applied for H1b through one company A in April 2008, during this time I was in India. My application was approved, but due to recession I have not traveled to USA.
If another company B wants to offer employment in US, can the approved H1b (through A) be transferred to B while I will be in India?

----------------------------NO. Employer B can file NEW H1.

H1 Transfer can be flied by new employer if you are on Valid H1 status with latest Pay stubs, valid I-94 and in US.
