H1B Petition approved but unable to join

Hi, given my H1B petition is approved, I cannot join the company who applied for it. The job requires to be on site but I have moved to a different city. Will I get the 60 day grace period given I haven't started a job? I am planning to look for another company who can do the transfer. Moreover, I am on H4, would it affect me or my husband's future applications?

If I don't join the company and I don't have a job until October 1, I assume the H1B status would not be activated and I'll have to find for COS. Will I be cap exempt if I find another company that is willing to sponsor or do I have to go through the lottery process again?
