H1-Transfer (No Paystubs)

Hi All,

Friend of mine is in US on H1 Visa for short term (1.5 month) project from Company XXX. Company XXX is not giving him paycheck and they said they will just give Daily allowance. Now he wants to Transfer his H1 to company YYY.

1) Is it legal for Company XXX not to give paystubs for the short term project if my friend is on H1 visa ?

2) Can he get H1 Transfered without Paystubs to Company YYY ?

3) What are the other problems my friend might face for the H1 Transfer

1) Can we take any legal action to get the Paystubs?
2) In case if we get 1.5 month paystubs will that be enough for H1-Transfer?
