Green Card for Unmarried Daughter over 21

My in laws got their green cards and are here in the US since September 2004. My youngest sis-inlaw(unmarried) who is just over 21 was denied green card by the Madras US Consulate as she was over 21 at the time of interview. Now my questions are

1. What is the best way get a GC for my sis-inlaw.
2. If it is I-130, what is the current wait time. Somebody was telling that it will be as short as 1 year

the wait is 10 years, if she doesn't marry, sorry. If she marries, she is not eligible. her category is 2B.

When they become citizens in about 5-6 years, if she didn't marry yet, her category will become 1, the wait for them is about 4 years total, so her visa number will become current, and she can get a visa very soon afterwards. Her parents (or at least one parent) will have to notify BCIS in order to transfer her application into the first category. So, the total wait for her would be about 6-7 years, instead of 10-11. Not much consolation, I know.

IF she marries, her category will be the third one, and the wait is about8-9 years.

thanks for the info! because this is exactly my case and i dont want to loose the chance of getting married and start my own family... ;) AND MY QUESTION IS....can i apply for a working visa or to be exact can i apply for a non-immigrant working visa( is it H1b?) and wait for my I-130 while working there? How?

H1 is best bet, you can work, once I 130 approved and date became current , you can adjust your status.
