You should file I 130 for your brother, however he can sponcer (I 864A) file to suppot you. This should not be a problem. You will need to file I 864 when your I 130 approved.

Neither of you are eligible to sponsor your brother. You need to wait until you become a US citizen.

As TRC said, your brother cannot be sponsored by you for permanent residency until you become a citizen. Your husband cannot sponsor your brother even when he becomes a US citizen.
