Try another SS office. My uncle's family came to US under derivative status and their I-94's showed same one year expiration but they got their SS cards in New york.

I didn't have any problems when I applied for a new card. I showed them a printout from the link at the beginning of this thread. They asked me for an ID (driving license) and a proof af asylum being granted (I have a decision of immigration judge). They gave me a receipt saying that my new card shoud arrive within 2 weeks.
I can't believe INS never informed me about this new law when I dutifully applied and received my annual EAD renewal and paid $200 in 2001 and 2002, after the law went into effect.
