It's one of the five or four listed "improvement / Archivement"s by that Aguirre guy telling the congress that the new DHS/INS was actually working. However, so far I haven't seen a single case that an asylee was issued a EAD card valid more than a year.
I hope I am wrong about this as I don't mind to get a 5 year one myself.

Re-reading this, I realize that it was a proposal of something CIS plans on doing but it doesn't seem as though they have started the process. In either case, they will have to if they plan on reducing backlogs by 2006 for most immigration benefits/applications.
