Dentist Sister denied Visitor B1/b2 visa

Dear Rajiv,

My sister who is a dentist in India was denied visitor visa last March, 2012 for visiting me in USA

She is working in a hospital for the last 2 years and she got a letter from her employer for anticipated Ex-India leave. I was then doing my residency in internal medicine at hospital, and also provided a letter of support from my hospital to visit me for her visa application.

The stated purpose of her visit was to visit me. She also intends to pursue further studies (DDS) here in USA, so besides visiting me, she was going to appear for her NBDE part 1 exam as well (which is conducted here in USA) and then go back to India. However, visa got rejected.

We are very disappointed and wish to apply again. I have the following dilemmas in my mind!!!!!!!!

1) Should we state that the purpose of her visit is to appear for the exam (we do have a confirmation letter for the scheduled date)?

2) Since she is a dentist, she can also visit to attend international dental conferences/meetings in USA. Is that a better reason for visit?

3) I recently got a green card, would that be a hindrance to her chances. Should she state that I am here or refrain from it. I believe that the interviewing consular would have access to her last application when we did mention about me and my status!!!!

As to 1 and 2, the truth is the best answer to the question.

As to 3, it depends. Did YOU come as a "visitor" and change status? They might see it as a family tradition if you did. Even if you didn't, you are now a potential safe harbor (a place to stay) if she does not want to go home. You already put yourself out there the first time around. They know about you already.
