I think either your employer or attorney can sign it, but what did your attorney say?
By "combine" did you mean to apply the earlier PD of your Regular case to the RIR one? I haven't seen or heard of this, maybe others familiar with such cases can chime in. It sure is an interesting scenario though; let us know what your attorney recommends if you don't mind
