I think it is the greed + nepotism at play at higher levels of DOL & Exceed corp (co. that controls staff at both philly/Dallas center). Otherwise why would they restrict the temp. staff to 100 per center (why not hire 500 or 1000 temp employees to enter data and analyze the queues)?? Why put a clause in the contract that the says that backlog needs to be eliminated in "timely" manner, without specifying what is the max. limit for this (this may well run into 4-6 years). As per Icarus' previous post, only the data entry itself will take another 8-10 months & the BEC has been in existence since sept. 2004. How the heck did DOL/ Exceed estimate that they could finish the elimination of backlog by Sept 2006 ? Did they hire some crazy mathematician to do the math and make rosy predictions to make this change ??
Thinking more about it, since every year Exceed is going to get ~17 million dollars every year for this processing. So in their best interest and for the sake of profits it makes sense to prolong this as much as possible. If they finish the entire processing in 10 years, they get 170millions vs. if they finish processing in 2 years for which they'll get 34 million.
The above are just my thoughts with no official information. But I believe there is some truth in above analysis.
I probably would have got my LC earlier without these elimination centers/Perm. And since there was no retrogression in previous system, I would have been able to apply for 485 too.

I got my paperwork and yes my labor is certifed My ETA case number starts with is 0434xxxx. To attest to what Icarus pointed out about the bottleneck at the mailing end of DBEC - my case was certified in the last week of April - so it took 3 months for them to mail it (the mail stamp was last week of July!!!)

Last activity or Data entered date and definetly not approved date
Becz we know some cases where Revieved date is 11/16/2004 and submitted date as 11/17/2004 and approval NOT recieved.

My prediction after Icarus posting your case (if RIR) should have been allready processed (JAN 2003 pd). And most of Sept 2002 PD are getting LC hard copies compared to Earlier PD's.
