Confusion about Selective Service commision

hi folks,
I visited US on B-1/B-2 visa in 1999. (Age 23). Came on H-1B in 2001. And received GC in 2007 @ age of 30 based on EB category.

I was going through this worksheet for eligibility of applying for US citizenship http://www.uscis.gov/USCIS/Resources/Citizenship%20&%20Naturalization%20Based%20Resources/A%20Guide%20to%20Naturalization/PDFs/M-480.pdf

I am male and never registered for SSC. Q 10 (c) (d) on the PDF in the link above implies that males should have registered for SSC or send a letter explaining why one didn't register.

I had thought SSC was mandatory for people who received GC before age 26 - so am thinking that 10 (d) should apply to me and I should send letter saying I got GC after age 26 and hence didn't register for SSC.

Does this make sense?

It is mandatory for you to sign up for selective service no matter what the case is.

The eligibility worksheet is not very precise and only provides a rough shorthand in figuring out if you are eligible to submit an N-400 application.

In terms of what to send with your N-400 application, you should follow the specific N-400 instructions and the N-400 document checklist,

You should answer "No" to Q33 in N-400 and you do not need to attach any explanation letters regarding Selective Service and do not need to get a Status Information Letter either.
Since you were only present in the U.S. before your 26th birthday in the lawful noon-immigrant status, you were not and are not required to register with Selective Service.
Per the N-400 document checklist and the application instructions, only those males who were present in the U.S. before their 26th birthday in any status other than as a lawful non-immigrant (that is, those who had a GC or were illegal immigrants) and who did not register for Selective Service, are required to attach a Status Information Letter with their N-400 application.

That's wrong. You need to sign up if you are a legal permanent resident or US citizen between 18 and 26.

If you are on a non-immigrant visa (like tourist, H1-B, F1 etc), you do not need to sign up.

I looked attentively at the Interview letter, and it says I should bring proof for Selective Service registration. It looks like this is a general letter for everyone - no matter men or women. I am a woman, and came to the US when I was older than 26. Do I still need to call selective service to get any papers from them???

No need to contact them.
 
Lawful non-immigrants (among others) are exempt. You were here as a non-immigrant and did not become an LPR until too old. You also did not become illegal.

LPRs, USCs, Nationals, people who have a relatively permanent status (refugees, asylees, PIPs), and ILLEGAL Aliens are required to register for selective service.
