Start by reading the below mentioned link. It is easy to file a Writ of Mandamus or 1447b without ever needing a Lawyer and their expensive fees.

Thanks for the info - I am in that boat too (more than 11 months beyond standard processing time on my 2nd N400 app). A firm believer that USCIS is a badly broken, irresponsible, inefficient organization.
