I would consider a fine as a citation and report it. Seeing it is $500, take no risks. You poor credit history should not be an issue.

This is actually a serious infraction since auto insurance (liability) is mandatory. In fact, many people have to go to court because of this.
Just take an updated section on the N-400 with the updated information and you should be fine.

Believe it or not, there are at least 3 states (Delaware, New Hampshire, Maine) that don't have mandatory insurance laws. There may be more, but those are the only ones I know of. On a different note, the OP didn't commit a criminal offense, so I don't think it'll have negative effect on their application. However, proof of payment should definitely be provided, especially since the amount of the fine is $500.
