Citizenship & Parents Sponsorship simultaneously

Dear Forum Members,

A friend of mine says that he believes that there is a provision in the lmmigration law that citizenship applicant can file his N-400 & I-130 for his parents ( If already in USA in legal status) concurrently. This will help in processing the I-130 of his parent much faster.
However, he is unable to give any reference to rule on the subject.

Does any one know if there is any such provision?

I don't think there is. Your friend is not correct. There is no provision like that. N400 is separate and I-130 is separate issue. If you are a PR and you have applied for your spouse or kid as a PR, once you become a citizen, you can call to "upgrade" your I-130. But thats only for spouse/kids of Legal Residents.
 
On the same note...
Is it possible for an PR to file GC for its parents or should i wait until i become citizen. I know asylee can file for its parents but then they are tagged as asylees. Any suggestions ?
 
Green card holders cannot sponsor their parents for immigration. They might be able to help their parents enter the country as refugees if the parents meet the refugee definition.
