I believe you can...my wife had an ITIN from 2004-2008 (she just got her SSN yesterday) and she was considered a "dependent" since her income in US was zero
The only sucky thing is we did not get the bush dollars when the stimulus checks were issued out...apparently I will get the $$ with my 2008 tax return

Apparently not - I said earlier that one would be able to do so, but on reading the statute it appears that any dependents MUST have a Social Security Number.
