Can I file my I-130 from outside the US?

I am a Us Citizen married to a foreigner and currently residing in his country.. We are planning to make the US our permanent home in the future.

Can I start the process of my spouse's green card (I-130) while I am currently residing outside of the US?

In some countries, yes. Germany for example has a USCIS office in Frankfurt. In the alternative you can simply mail the I-130 to the Chicago lockbox or wherever it has to be filed.
 
most likely, it's not a USCIS office, but a Department of State office (consulate, embassy?).

US consulates in some countries will allow you to file I-130 via Direct Consular Filing if you reside in that country. Do inquire at the consulate.
