Can I file for my sister who is on h4?

I am US citizen and my sister is in USA on H4 visa and her husband is on H1 visa. They have not filed their GC yet. Can I sponsor my sister? Would it grant eligibility to stay here after their six years on h1/h4? Or any other suggestion?

Yes.

No. A pending or approved I-130 on its own conveys no immigration benefits.

---- you can file I-130 for her. If she is born in India then it may take 10-11 years to get GC based on your I-130.

----No as PD for your sister may not be current in Forth prefrence Family based
Or any other suggestion?
