CAN F1-visa STATUS STUDENTS IN USA(who are in usa right now) but born in INDIA can apply for lottery

as his status can apply for lottery visa(dv-visa 2011), and he si born in

Hmmm, not if your birth certificate say 'born in India'

as for plan B, well...if you really wanna make it from DV.......

Get heavily involved in your college 'Intl Students' Association' etc where you meet lot of people from around the world....you may be able to make it. Just know your odds though!

Sorry Indian and Chinese are not eligible.

The only exception is if their spouse was born in an eligible nation.

Yeah...not eligible and if you get married you need proof that it isn't all of a sudden (like a quick marriage without having a relation for a while...proof can be pictures, etc.), so the USCIS might see it as a way to enter the lottery.
