I am not sure. I would guess the same officer, and perhaps at some point his supervisor, or whatever quality control they might decide to apply. I guess, potentially, more than one person.

Ok, this one is completely my own idea, if you go to a church, and they know you well, or there is any other person of standing in the community who knows well about your marriage is willing to submit an affidavit about your marriage, that could help too. Again, this is completely my personal opinion, after having read some books that suggest this kind of document can be useful to prove good moral character, or in this case to provide additional proof of your bona fide marriage. All in all, so far you haven't had a denial, so you're not in such big trouble.
